Massachusetts School Districts that have an English Learner Education (ELE) program that serves 100 or more English Learners are required to establish an English Leaner Parent Advisory Council (ELPAC).

The ELPAC is a voluntary group of parents and guardians whose children are or were identified as an English Learner (EL) or were former English Learners (FEL).

The ELPAC works together to advise the Needham Public Schools on matters related to English learners and issues that are important to English learners.
